WRS stands for Western Refinery Services. While the company's early history was spent working in the refineries and we still have crews operating in refineries today, WRS does a lot more! Check out our Services page to learn more about what all we do.

Asphalt Paving & Maintenance
Asphalt is a less expensive option compared to concrete, and holds up to deicing better. Because it’s a flexible material, it’s a better all-weather surface, which is handy in this area of the country. Asphalt is also cheaper to maintain – patch, repair, overlay, sealcoat, etc.
We do it right the first time. Our team addresses the things we see when building the project – like drainage – and go the extra mile to ensure it’s going to turn out how you want it to. WRS is a team of problem-solvers who will work with you to find and address any issues throughout the process.
Yes, in fact, driveways are our specialty in the Asphalt Paving & Maintenance division. WRS has the best grading crews in Whatcom and Skagit Counties who make sure to set the job up right and who know how to build driveways.
Yes! There is no job too small.
No, we handle every phase of your project! We can repair potholes and cracks, grade and pave to specifications, install drainage, refresh the driveway with sealcoat, and more. We can do it all so you don’t have to deal with the hassle of hiring multiple contractors.
WRS uses cutting-edge equipment and a talented team to ensure a smooth finish. Asphalt is only as strong as the gravel base beneath it, and our expert graders are the best in the business when it comes to making sure that base is perfect for our paving crews.
In ideal conditions, an asphalt driveway can last 30+ years. The longevity depends on things like environmental factors, condition of the underlying base, and maintenance.
Sealcoating is a great way to bring your asphalt back to life and make it look like new. It not only rejuvenates the asphalt, but it also protects against future costly repairs.
Typically, you can drive on it 24-72 hours after it’s paved, although this depends on the time of year and surface temperatures.
Pricing depends on how much prep work is involved in the project, and varies from job to job. Our team will assess the existing grade and size of the paving project, and offer a free estimate. We are happy to meet clients whenever fits best in their schedule.
WRS uses a local supplier for our quality materials, and currently, those are also locally sourced. The hot mix asphalt (HMA) we use is recyclable – 20-40% of the product in our HMA is recycled.
Land-Leveling Scrapers
WRS can self-load, self-haul, self-place to grade or in lifts, and compact material all with one scraper tractor and operator. This gives the contractor the ability to continue getting the site ready, keeping haul trucks out of the way, and not having to wait on other equipment. This also increases safety on the jobsite. Additionally, scraper tractors can fit into small spaces, so you can continue other parts of the project. We can condense the haul-out area so everything else doesn’t get clogged up.
With a double-scraper can setup, we can haul up to 40+ yards of material in one pass. Depending on the size of the site, one tractor with a double-scraper can setup can move up to 5,000 yards per day. This saves on time and resources – one tractor managing that amount of material would be equivalent to the same site needing one excavator, one dozer, two haul trucks, and one roller.
No! Our scraper tractors are also efficient on slopes, ponds, building pads, stormwater vaults, creek beds, etc. The tractors can create large stockpiles, which is helpful for both utilizing more of the site for other construction activities, as well as for keeping material on-site for future use or haul-off.
Yes! All of our tractors are GPS-equipped to take any model. Utilizing GPS ensures we don’t over- or under-excavate.
